About Us

  • Our mission is to better the lives of our youth through emotional and physical supports to help them to grow and look forward to a better tomorrow. These supports will give them the resources needed to function in their communities and families, providing them with a needed example of responsibility and caring for others in their lives. We desire to provide a wide variety of educational, athletic, entertaining and life skill activities that will give each child a larger base of experience to see many options available to their future.

  • New Beginnings PPA is a placement agency offering services to DCFS, DJJS, and DSPD for youth and Young Adults of all ages. We pride ourselves in being very supportive to the children and their placement families within our agency. The Director of New Beginnings, Cynthia Moss has been working in the field as a Foster Parent, and as a Program Manager to group homes and other foster homes for the last 25 years. She understands the need to have well trained foster families, ongoing training, and availability to answers when problems arise in a foster home. She is a firm believer in having a very strong support group for any foster parent knowing how tough this job can be at times herself.

    We provide monthly training for our foster parents. We also provide 24 hour emergency support services. We come out to your home monthly to check on the youth as well as the parents. We have family team meetings quarterly where we meet with the parents caseworkers, teachers, guardians and anyone else that is a part of the childs team. We have a social worker in the office that provides therapuetic services for the youth weekly. We have Mentors that can take the youth and work with them on school work or other life skill activities. They provide all types of Skill Development Services to help to teach the youth necessary skills for their futures.

  • New Beginnings will continue to provide personal services to each family and youth working with our agency and will support those individuals as they work together as a family to better themselves.

    As a Foster Care Agency, New Beginnings PPA incorporates the principle that each individual we serve is a person of worth. Our heartfelt commitment is to accept each youth that comes into our program in a way that they may find viable alternatives to meet the special needs in their life.

    Our goal is to team together with the child’s biological family, local Children Services, the foster/adoptive parents and the youth to build greater opportunities for development and enrichment.

New Beginnings is an agency that provides foster care services by training Professional Foster Parents.  We are committed to working with the the youth and parents as a team.  This team allows us to help each child create endless posibilities for their future. 

With an emphasis on youth development, the staff at New Beginnings focuses on building self-confidence and developing personal assets.  With these tools, youth can change the direction of their lives now and for their future.

A vacationing businessman was walking along a beach when he saw a young boy.  Along the shore were many starfish that had been washed up by the tide and were sure to die before the tide returned.  The boy walked slowly along the shore and occasionally reached down and tossed the beached starfish back into the ocean.

   The businessman, hoping to teach the boy a little lesson in common sense, walked up to the boy  and said, “I have been watching what you are doing, son. You have a good heart, and I know you mean well, but do you realize how many beaches there are around here and how many starfish are dying on every beach every day?  Surely such an industrious and kind hearted boy such as yourself could find something better to do with your time.  Do you really think that what you are doing is going to make a difference?”

   The boy looked up at the man, and then he looked down at a starfish by his feet.  He picked up the starfish, and as he gently tossed it back into the ocean, he said,

         “It makes a difference to that one.”

Foster Parent New Hire Requirements

Foster Parent New Hire Requirements

  • Must be at least 21 years of age or older.

  • Complete and submit Professional Foster Parent Application.

    • To print out hard copy application and submit by fax - click Application

    • To fill out on-line copy application and submit via email - click On-line Application 

  • Must complete 32 hours of training prior to placement and 30 hours annually. 

    •      Initial training is done according to your schedule and how quickly you can do it. 

    •         Annual Trainings will be given by New Beginnings monthly.

    •         Fill out the Home Study report and turn it in with your Trainings. 

  • Require copies of

    •      Drivers license,

    •         Social security card,

    •      Recent Pay stubs,

    •         Renters/home owner insurance declaration page,

    •         Marriage license,

    •         Auto insurance with 100,000/300,000 worth of coverage. 

  • Need to have a TB test done and a copy of the results must be turned in.

  • Need to have a copy of your driving record, needs to be updated annually.    

  •  Need to have your Dr. complete a medical reference letter.

  • Must have Reference checks completed before placement.  (office will complete reference checks)

  • Must be able to have all Medications locked up with a key. 

  • Need to lock up all chemical cleaners, aerosols, gasoline, paint thinners, anything harmful.

  • Must have an ABC large fire extinguisher in the home. (preferably near the kitchen)

  • Must have a Smoke detector in each room and a carbon monoxide detector on each level of the home.

  • Must have a first aid kit in the home as well as in each car.

  • You need to have disaster escape plans posted on each level of the home ( also make a copy for New Beginnings). 

  • You also need to have an emergency phone number list posted by the phone and in each car with your first aid kits. 

  • All bedrooms must have a window that is large enough for you to exit the home.

  • You are expected to be on time and present to all scheduled appointments whether or not youth is required to be in attendance.  

  • Youth will be required to be enrolled in school within two weeks of placement. 

  • Youth will need to attend scheduled weekly therapy appointments. 

  • Youth may have visitation with biological family etc. that you will need to take them too and pick them up from. 

  • Youth and Foster parents need to attend all court hearings unless excused by the GAL or Caseworker.   

  • New Beginnings will be visiting the home once a month and can stop in at any time. 

  • Youth will have a medication management appointment monthly if on medications. 

  • The youth’s caseworker will visit the home once a month. 

  • Foster Parents are required to attend all Family team meetings (at least quarterly) and any other meetings called on behalf of the child.

  • Must fill out monthly paperwork and turn in by the 1st of the next month. 

  • Must give at least two weeks notice for vacations.

  • Must attend all mandatory Trainings (usually once a month)

  • Must keep training requirements and insurances up to date.

  • Evacuation drills need to be done in the home monthly. 

  • You are expected to act respectfully and responsibly at any time that you are dealing with anyone associated with New Beginnings, DCFS, DSPD or any other government official.
